Samir Sachdev – Treasurer
Samir Sachdev has been with Metropolitan for 25 years, and currently leads the Applications Support and Services Section. He loves being involved in the Metropolitan community, and has served on the Asian American Employee Organization board as Treasurer for 15 years. Outside of work, he stays busy volunteering — he previously served on his daughter’s high school PTA board, and currently teaches with the South Bay Literacy Council, helping kids learn financial literacy.

Silvia Lanza – Secretary
Silvia Lanza has worked at Metropolitan for approximately 19 years, with 14 years in the Engineering Services Group as a design manager and design engineer. Over the last 5 years, Silvia has worked in operations, focusing on reliability and maintenance projects. Silvia has supported several EO&T director tours, coordinating the event across multiple sites and generating board materials. Silvia holds a bachelor’s degree in chemical engineering from the University of Nevada, Reno, and a master’s degree in mechanical engineering from California State University, Northridge. She is also a registered Professional Mechanical Engineer with the State of California.

Julia Mewbourne – MAPA Representative #1
Julia currently serves as the Team Manager of Records Management & Imaging Services, where she leads a diverse team and partners with departments across the District to strengthen information governance, improve services, and support staff development.
Julia brings over 7 years of public sector experience and 15 years of private sector experience, grounded in collaboration, communication, and problem-solving. She holds a Doctorate in Public Administration, where her dissertation focused on creating organizational cultures of belonging, particularly in environments where individuals may feel overlooked or underrepresented. This work has shaped her commitment to ensuring that every employee’s voice is heard and valued.

Victor Erikson – MAPA Representative #2
Victor has over 19 years of experience at Metropolitan, in Engineering and management. Approximately nine of those years have been with the Engineering Services Group where he has worked as a Design Manager and Mechanical Engineer, and ten years in Water System Operations in management roles as the Hydroelectric Team Manager and the Power & Equipment Reliability Unit Manager. Victor holds a bachelor’s degree in Mechanical Engineering from California State Polytechnic University, Pomona. He is also a registered Professional Mechanical Engineer with the State of California.

Omar De Leon Medina - MAPA Representative #3
Omar De Leon brings more than 20 years of comprehensive Supply Chain experience spanning the federal, private, and public sectors. Over the past decade with the Metropolitan Water District, he has progressed from Storekeeper to his current role as Inventory Control Manager, leading critical functions such as fixed asset accountability, investment recovery and warehouse inventory & contract management. He holds a Master of Business Administration from the University of La Verne with concentrations in Supply Chain Management and Leadership. He is also a proud U.S. Army veteran who honorably served six years on active duty with deployments to Iraq and Afghanistan, experience that strengthened his leadership, discipline, and commitment to overall success.
